D. Schreiber called the meeting to order at 7:30.
New Business
W2014-9 Application for Maintenance (restoration) of a vegetated swale at 350 Ruby Road (Map 42 Lot 48-1 Zone DC) Owner/Applicant: FedEx Ground Package System, Inc. (Received April 28, 2014 Public Hearing or Decision by June 23, 2014)
Josh Wilson, a professional wetland scientist with Fuss & O’Neill, was present. He presented plans and said during construction the swale and basin were designed as a water quality treatment. He said, in terms of water quality, it is functioning as designed but not to maximum design. Mr. Wilson said they are proposing to do modifications to the design. He said the plants removed will be replaced and they have prepared an operation and maintenance plan as there was not one before. T. Gutowski asked who will approve the plan and Mr. Wilson said it is part of the application so the Commission will have to approve the plan.
S. Yorgensen asked the timetable and Mr. Wilson said 4 to 6 weeks from start to finish. The Commission would like to conduct a site walk and S. Yorgensen will schedule.
W2014-10 Application for replacement of cracked spill way at 112 Old Farms Road
(Map 17 Lot 33 Zone R80) Owner/Applicant: Gary Egnasko (Received April 28, 2014 Public Hearing or Decision by June 23, 2014)
Gary Egnasko was present. He said Karl Acimovic noticed one of the spillway walls was cracked and starting to collapse. Mr. Egnasko said he has spoken to DEEP and has been working with K. Acimovic on the repair. K. Acimovic added that dam was not on DEEP’s radar. A discussion was held on the work that has already been done and T. Gutowski asked what would prevent the new dam from cracking. K. Acimovic said the new dam will be reinforced.
T. Gutowski said she would like more information on the project. S. Yorgensen asked if Mr. Egnasko would be giving them a better narrative and getting an up to date sketch from Putnam Welding, answer from Mr. Egnasko was yes.
W2014-11 Application for Timber Harvest west of 476 Tolland Tpk (Map 21 Lots 22-1, 22, 21, 20 Zone R80) Owner: Wilford Farms LLC Applicant: Hull Forest Products, Inc. (Received April 28, 2014 Public Hearing or Decision by June 23, 2014
Chris Casadei was present. A discussion was held on the application and the 2 lots that are not owned by the applicant. The lot numbers were based on a map Mr. Casadei had been given, not assessor’s numbers. S. Yorgensen told him that he would have to receive approval from the Selectmen to use the Town property for hauling logs as well as a permit from Public Works to access Meadow Road. She said that in addition, he would have to go to Planning and Zoning for approval to cut trees within the Conservation Easement area. A discussion was held regarding the shape of the “old woods road”, Mr. Casadei said it could be passable by a pick-up but they might have to do some improvements to it, i.e. gravel etc., in order to haul logs over it. Mr. Casadei said the parcel may have been harvested 15 years
ago and some trails are in. D. Schreiber asked if there was a forest management plan in place and Mr. Casadei said no for this property. He said they are going to harvest from 6 inch to 30 inch trees. A discussion was held on the wetlands and easement area. The Commission would like to conduct a site walk in which S. Yorgensen will schedule.
W2014-12 Application for Declaratory Ruling of no impact at Lustig Road (36 Lot 12 Zone R80) Owner: Meredith Fuentes Applicant: Mansour Developers (Received April 28, 2014 Public Hearing or Decision by June 23, 2014)
A discussion was held on the application and S. Yorgensen said they are looking for no jurisdiction. D. Schreiber said they cannot act until they see the final plan. T. Gutowski said they need more information especially regarding hydrology. S. Yorgensen said the applicant will be at the next meeting.
W2014-13 Regulated activity including wetlands crossing at Luchon Road (Map18 Lot 8B Zone R80) Owner/Applicant: Pamela J Mallory et al (Received April 28, 2014 Public Hearing or Decision by June 23, 2014)
Stephen Filip of Filip Associates was present and presented plans. He said they are proposing a wetland crossing. He said the driveway will be 650 feet long and it is pitched in most areas. A discussion was held. The Commission would like to conduct a site walk. S. Yorgensen will schedule the site walk.
Old Business
W2014-05 Application for Timber Harvest at Hancock Road (Map 38 Lots 026, 26B, 26A, 16, 19 Zone R80) Owner: Margaret Harrison Applicant: Federation Forest Products (Received February 10, 2014) Site walk April 26, 2014.
Steve Acerbo was present and presented plans. He said they would harvest in the dry season; June, July and August. S. Yorgensen asked Mr. Acerbo to modify the maps and add the materials they are using for the crossing to the application as well as the additional landing area and point of egress on Ruby Road.
W2003-49 Notice of violation: TravelCenters of America (the Lessee) and George Giguere of Royce Properties (the Owner) of property located at 327 Ruby Road.
Application was tabled.
